You are right. There is NO Ethernet module for 1600 series.Beside that WIC-1ENET works only in one slot of 1700 and it is not Fast Ethernet

More than likely you have too much info in nvram. It usually gives you that problem (not enough memory).You need to boot from flash w/o startup configuration.Following link will guide you in this process ( look at Reset the Router portion):http://www...
