Do you have any PG's configured? RouterB needs to see majority of PG's if it cannot contact RouterA. If this is a lab configure a dummy pg (no need to enable PIM) on your Roggers and you should be fine.

Try creating a host file on the client machine with an entry for the CTIOS servers.

You could also run an ICM Perfmon counter from the Router. It will track the number of agents logged on.Cheers, Darren.
