I have tried to "write memory" a config and also attempted to save it to the startup-config but everytime I power it off and back on again, it does not save the prior config. Anyone know what the problem could be?

It is possible that an old config may have been loaded after the power outage. I do have control of both routers. I compared that config with the config that should be there and I did see one thing wrong at the router in question...it had a line in...

Yes, editing the register from 0x2142 to 0x2102 has fixed my problem.Thanks guys!!!
