Can anyone tell me whether the Cisco 2924 XL switch is fully TACACS enabled?

I'm responsible for the roll out of a 34 mbps ATM link. I could need some advice. At the moment a Cisco 3640 is in place at the site. I guess it has to be replaced by a 72xx router? Who can provide me with a (basic) blueprint with regard to hardware,...
