Can you try to upgrade the firmware of the server to the latest one and check if the HDD are getting visible in the CIMC or not.So you have swapped the Raid controller as well correct with another raid controller?
You cannot directly upgrade from 2.2 to 3.2 firmware version. Its is two step process firstly you need to upgrade to version 2.2.8 or 3.1.X and then you need to upgrade again to 3.2. You can get more details in the release notes below.

Unfortunately manual command is not there to connect it as per my knowledge... You can check if the other slots of the chassis are working or not.
