Sounds like an ARP cache issue! You may need to clear the arp table on the CSS and the switch we ran into a similar issue doing failover testing

You can have 2 ACS servers in different countries that will not be an issue as long as one is the primary and the other is secondary.You can have as many ACS servers you want as long as they are licensed.Here is a great example on how to Synch server...
