I had this exact same issue, changing the version to 2.9.17 in the Dockfile, and then re-running the ./start_yang_suite.sh resolved the issue for me.

Just by way of an update, my Cisco account team have told me that this is a known issue and that there is no confirmed roadmap to fix this. The only work around right now is to manually add the software to the CSM repo

Glad to hear I am not the only one affected, and points to a bug rather than a localized issue. We have 28 x NCS5500 (all variants) and over 50 x NCS540, and have built our upgrade processes around CSM, so really need to this resolving.

Have you tried disabling "fec" on the Nexus uplink to the NCS ? interface Ethernetx/x fec off We have a similar problem between Nexus and NCS and this resolved our issue.
