I have a issue with my couple of IE-3000-4TC running 12.2(52)SE, The logs are showing power supply A flapping between on and off yet the switches do not actually turn off.
below are the logs for one of the switches

Can AP's ping the controller? Do some debug capwap detail enable see what the logs say.
if not on the same subnet as controller will have to use other join methods, such as dhcp option 43, DNS- resolution, or pre stage AP's with controller IP addre...
What is your wireless requirement, Buisness services, guest etc, this should determine your security requirements.
if business services I would strongly suggest EAP-TLS.
what are you using to determine that it is slower and do you have historical information to indicate this?
Wifi is slower still means the wireless is working.
