I suppose if I would have just read the tftp rfc right away, I maybe could have found that.I new tftp used UDP but assumed because it uses UDP, it didn't use acknowledgements. Thanks
ah, i'm foolish. the answer was staring me in the face.I have a disabled rule in the ACL that references the DMZ interface.Disabling the rule is not enough. needed to remove the rule, then i can disable the hardware dmz
