Are the phones registered with a SIP provider?

No there is nothing except 2 phones on the same switch.
Just want to go phone to phone.
I have made a bit of progress as turning things on and off on phone setup.

Setting these to YES has moved me in the right direction.

They need a call controller to talk to.
Asterisk or 3CX are free.
Get both of them to register to a call controller and they can start calling each other.
