Allow VPN access by External IP?

I think this is the right forum to post this :)

Currently using Cisco RV180  (will get whatever i need, that's not too advanced to configure)

Short Version:

Is there any Small Business Cisco Router where i can put individual external IP's on a list and only allow them to connect to VPN or remotely?

LONG Version:

I have multiple problems and I need help.  I might be treating the symptom and not the problem but for the time it'll work fine.

I'm currently using a CiscoRV180

I have a small business that requires to pass Trustwave's PCI Certification status and they run a test to our IP once a month.  If i have VPN on we fail the PCI Cert test because of things like SSL2 isn't deactivated, etc.  the only way to pass is to disable VPN.   I'd like to create a 'white list' of external IP's that can connect as a possible work around.   That way it'll fail for any other IP's, including Trustwave's and remains secure but not for the very few i need.

Please... any help would be appreciated on how i can easily do this.  Thank you :)

I think for this reason you also can use Business VPN.
No doubt it that Cisco VPN's are very big but you also can use other VPN service for this reason like PureVPN Business solution.
