how can anyconnect VPN user for multi user access in Windows OS. When switch user is done windows OS, anyconnect VPN disconnect automatically. attached is the screenshot.

This is an expected behaviour and there are no alternatives.
Whenever a user logs in to a terminal server (Windows machine) and uses anyconnect as the first user, only that user can continue to be connected.
When a 2nd user/account accesses the same terminal server and tries to use anyconnect that error will indeed pop up.

It wouldn't. By definition Windows VPN establishment when set to "AllowRemoteUsers" will permit VPN establishment through RDP for remote users. But you cannot run concurrent anyconnect sessions from the same machine when a different user logs on to the machine.
