I'm having no luck getting AnyConnect to run on one of my machines. The system is Windows 7 Pro 64-bit. I have been unsuccessful trying to run 2.5.0217, 3.0.11042, and 3.1.02040.
If I install from the pre-deploy MSI, I get the pop-up error "VPN Service Not Available" after installation appears to complete successfully. When I click OK to that error, it says "The VPN agent service is not responding. Please restart this application after a minute." No matter how long I wait and restart the agent, the same thing happens. I've also checked the "Cisco AnyConnect Secure Mobility Agent" service and it is running. Restarting the service does not solve the problem.
I've uninstalled and reinstalled at least a dozen times, including trying to install from the web deploy after logging into the ASA. When I try to install via web deploy, it again appears to install correctly, but then it hangs and I eventually get the error "Failed to install AnyConnect Secure Mobility Client 3.1.02040 because the AnyConnect client service is not responding. A VPN connection cannot be established."
What in the world is the problem?

FYI, here are a couple of logs from the custom "Cisco AnyConnect Secure Mobility Client" Event Logs that looked to be related. The first one is the first in a string of errors.

Please check for any antivirus software on the local system and also for administrator rights.

By the way, I made no changes to my PC or ASA and magically the installation started working when I tried it a few weeks later. Makes zero sense, but it works now so I won't complain.

This post died with no useful answer.
Can someone provide a solution? It is a problem that has remained unresolved for a very long time and seems ignored.
Someone posted a similar question way back in 2010 and someone gave an answer that was not a solution but only saying basically "thats what happens.".

The error message you've mentioned is normally seen when certain features like SBL or Always on is enabled. Do you have any of these features enabled?
?? Why would this ever be "normal?" It is a very poor user experience.
Is there real a solution to this now so that SBL can be used with no ugly error messages popping up when the user logs into their Windows 7 laptop?
We are seeing the same error message with version 3.1.00495

I had a similar problem with the Cisco Anyconnect VPN service trying to start, indicate started, but then would stop. This was cycling over and over. An internet search result provided a forum that implicated Spybot Search and Destroy Immunization. I undid the immunization, rebooted in safe mode, renamed c:\windows\system32\drivers\etc\host to host.bad, and renamed the most recent host backup to host. I rebooted normally and the issue was resolved.
