could someone advice me on the following link table please?

I want to understand the access-list here, based on the table the order of the access-list says deny ip any any
if I were to apply the access list in this order, the first rule will deny anything even before getting to LPD rule.
am I correct in saying this or does the AnyConnect 3.1 works differently
any advice greatly appreciated
