AnyConnect Optimal Gateway Selection locations have same ping time response

We are in the beginning of testing OGS and brought up the question, If Site 1 and Site 2 both have the same response time when doing the http request, which gateway will it connect to ?  We guess it would connect to the gateway that is listed first.

is this a hypothetical scenario, or do you actually have two exact same response times ? The client sends three DART probes, and the results are measured in hundredth of a millisecond, so the chances that two values are exactly the same are slim to none.

We have two sites that are .001 seconds a part in ping times. If one of the datacenters ISP's is experiencing a heavier load our worry is that they will match.
