I have an issue below that made me scratch my head to find a solution/workaround.

It happens when our remote office tries to connect to our new router (ASR 1001HX with encryption module). Our router is a VPN gateway for many remote offices in the state. I checked and tested our remote office router with our existing VPN gateway router, which has no issue.
I looked through the internet about this and found a similar issue ( CSCum13378, CSCtb34234, CSCvc74702, CSCtb06861) that has been reported before, and it only affects IOS 15.3.x. Meanwhile, my router's IOS version is 17.03.05 (which is the latest IOS). I think it should be solved with this new IOS.
Anyone can advise me on this?
