We recently had a power supply failure in one of our Cisco Catalyst 3750 Switches in a stack. I copied the config over to a new 3750, verified images matched, then replaced the bad switch. Now traffic is passing through but the IP information doesn't show up on its CDP neighbors and i can't telnet or ping the stack anymore. I double checked the config and the only thing that i saw that was different was the PKI certificate. Would that alone keep pings, cdp neighbor, and telnet sessions from working? Or should i remove then re-input the IP address?

I would expect the PKI certificate to be different on a different switch. The difference in PKI certificate would certainly not cause issues with CDP neighbor or with telnet access. That sounds like something in the vlan interface config did not take or that for some reason the SVI did not come up when the switch booted. Remove and re-input the IP might be a good first step. If you want to investigate the issue I would suggest to start by post the output of these commands from the switch.
show interface status
show ip interface brief
Posting the running config from the switch might also be helpful.

You were correct. The SVI didn't come up completely and acted as though it had never been configured in the first place although it showed in the running config.
