Cisco AnyConnect Secure Mobility Client - Can't run vpnagent.exe manually?

C:\Program Files (x86)\Cisco\Cisco AnyConnect Secure Mobility Client\vpnagent.exe

I tried just clicking on the above path/exe and it won't start it.

It will only start it in Services.msc. Why? I don't see any dependencies for it?

I don't like having services run all the time if it's not being used.

I was able to create a batch file to 

  net start vpnagent

  net stop vpnagent

but I'm still curious to why it won't just start up clicking on vpnagent.exe itself.
