Hello, I have a question about the VPN. If person A uses a vpn, and person B does not use a VPN. Communication between them is protected? In other words, when one party uses the VPN and the other does not, so to speak "correspondence" between them is protected?

no, 2 points usually must agree on VPN settings for tunnel to formed and protection to be affected;
