Dialer load-threshold

Is there a reason to configure "dialer load-threshold..." on both local and remote router?

I configured it both ways and it seems to work without problem.

What would say the best design practices?

I would think that you would only want to configue this on the side that initiated the dialing process and have the dialer load-threshold configured to watch the traffic load for inbound and outbound traffic. In the event that the load reached a certain value, then I would want the calling system to initiate a second call and not have to configure the called router to be able to dial the initial calling router.
