I am trying to configure Cisco 1921 router as dialup server , I have installed on the router the module HWIC-2CE1T1-PRI and because my communication provider did not support PRI and support only MFC R2 I have configured my controller as below:

framing NO-CRC4
ds0-group 1 timeslots 1-15,17-31 type r2-digital r2-non-compelled
cas-custom 1
debounce-time 10
seizure-ack-time 10

the controller is up and there is no errors on my side but it is down on the provider side and when I put physical loop on the link from the provider side it went up (no phyiscal issue) any one have idea what is going wrong and how come the E1 is up on my side only ?
