Hi,
Can i reload(soft) the secondry firwall..
With power off can i do it..by issueing command...

You can enter the "failover reload-standby" command on the active firewall's CLI to reload the standby unit. If this is what you are looking for?

Hi,
Means i neeed to reboot my secondary firewall from primary only... i cant reboot the sec FW from console right???
When i tried to reboot the FW from secondary its not taking..
with abv mentioned command we can achive the same right?

You can use this command OR logon directly to the standby device and reboot it. (Unless something has changed in newer versions) I remember rebooting the standby (or secondary unit) many times via directly logging into it.
The above command helps you in a way that you don't need to login to the secondary unit.
