Hello,
we don't use anyconnect,I have already do the required configuration for Mobile VPN but I think it is related to license issue as I can connect by mobile and another user can't make this while after a certain time maybe when session be cleared he can connect and I can't, (we both see connected on native mobile VPN client )
but only one can see network resources.

Ok if your are using native client, it means that you are trying to connect with IPSEC or L2TP but not SSL.
In this case, you don't need any licenses, as far as I know
