Can I setup the VPN client at our location on a cisco 1700 router? And how will this affect our WAN?

Yes, with the IPSEC feature IOS version, you can run a VPN client to your 1700. One or even a couple clients shouldn’t task the router too much. Bandwidth utilization is increased a little because of the IPSEC overhead.
