I have recently configured one of the spoke routers in Azure. The configuration is identical to that of other locations spoke router. Each spoke has three hub routers under a single NHS cluster. The traffic between the on-prem hub and the cloud-spoke router works flawlessly. The issue arises when the traffic between the two spokes starts. I have seen the on-prem spoke send the NHRP request, but the Azure spoke doesn't send or reply, and it stays in IKE mode. No firewall rule on the spoke router blocks the multicast traffic. The software version running on the router is 17.12.06.
I would be glad if someone could find out whether something is missing in the configuration for this spoke router. The configuration related to the dmvpn and error logs is attached.
