No internet during Window login when using Always On

Hi!

We are trying to correctly configure our client VPN but are having some issues. We make use of Cisco Secure Client and the "Always On" feature with "Connect failure policy" set to "Open". Trusted network policy set to Disconnect and Untrusted set to Connect. For more info see config xml below.

Now what we are noticing is that when a device is on the Windows logon page and connected to wifi, internet connection is blocked. Only after the user is logged in, the wifi connection is released it seems and VPN connection is either not necessary due to a trusted connection, or VPN connection is required due to a untrusted network (for example @home).

Major issue for us is that this is blocking new user login for the devices, as there is no active internet connection during login. We need the Always On feature so when devices are connected to our corp network no VPN connection is made, but when connected to all other WiFi networks VPN is automatically connected and corp resources are available.
Anyone any idea why this is happening??
