I read that OGS use RTT and "RTT is determined using TCP to the SSL port of the gateway in the list" (see https://supportforums.cisco.com/docs/DOC-15326)
Do you know how many attempts are made by OGS mechanism to find the RTT associated with a Gateway ?
I have a list of 8 ASAs in my AC profile with OGS,
and I saw some situations where an ASA located in US (average ping 144 ms) was preferred to an ASA located ion France (av. ping 38 ms).
So I guess the FR ASA was not enough responsive when OGS process was initiated from the client?

Just in case sbdy else is having this kind of issue:
This is in fact related to a probable bug that appears when more than one profile with same hosts entries are available in the Profile folder (%ALLUSERSPROFILE%\Application Data\Cisco\Cisco AnyConnect VPN Client\Profile).
A workaround is to rename the profile with ogs activated and relevant hosts list with a name so it appears first in alphabetical order in the profile list. (a-z letters only, no _).
