Setup:
VPN 3005 Concentrator
- Configured to authenticate to the domain via RADIUS
3.6.3(B) Cisco client
Windows 2000 Domain
- Running Cisco ACS 2.6 for authentication on domain controller
Problem:
We have a client that cannot resolve NetBIOS names via ping or \\<pc name>. They can't browse via Network Places. They can resolve FQDN and by \\<IP address>.
Any thoughts or ideas would be greatly appreciated.

Is the 3000 configured to pass vpn clients WINS server parameters?

Yes. It is in the base group and the inheritance option is checked for all appropriate groups

Are you assigning a default domain name? Are the vpn clients domain member machines, or in the same workgroup?

Verify WINS is doing its job by searching for a computer name.
Verify WINS server updates are being pushed to the client by running ipconfig /all. If there is not entry, it may be because there is no WINS server entries prior to connecting. If you enter bogus entries, the client will update them when you connect.
I had to deal with this this on a older client and the bogus entries worked for me.
