This has got to be an easy question - but, I'm having a difficult time finding an answer. How are SSL VPNs for end users licensed?
Let's say I have 300 SSL users, but only 20 concurrent SSLs at any time. Do I need to license for the full 300 or the 20 concurrent?

Hey Jim,
SSL licenses are for concurrent connections only. The only limitation that you will run into is how many SSL sessions each platform will support (i.e. 750 concurrent sessions on an ASA5520).

They are based on concurrent users. It also depends on your platform, the ASA5505 can only support 25 - the rest support alot more.
You buy the licenses in bundles of:-
10
25
100
etc.
