terminal server

I have few sites in my network that I would like to gain remote console access. There are only 2 switches on each site so using 2800 bundle terminal server seams too expensive. I was wondering if there is some other solution where I would use c871 or c1841 for this purpose?

You could connect a modem to each one. We use these and they work well-
