If you are configuring it on a router use this command to see the error you are getting, debug crypto ipsec/isakmp/engine.
If you are using the VPN concentrator use can turn on th logging configuration->system->events->classes->modify
IKE,IKEDBG,IKEDECODE
This might give you an idea where you problem is.A lso check your access list.
