VPN Hub & Spoke

I have several routers in remote offices connecting through VPN with a central router, in a hub&spoke configuration, using IPSec.

How can the remote offices communicate with each other securely, without fully meshing the VPN?

In this scenario, it doesn't say if the 2 outlying networks can communicate to each other via central site, based only on the tunnels that they have with it.
