Web Usage policies can be applied effectively when decryption is enabled, as WSA can get visibility of the traffic when decrypted. You will also get advantage of checking files and taking action on those files if you decrypt HTTPS sites.  You can also exempt required web categories to bypass from decryption. For example, some financial sits may not work properly when decrypted.
