"URL filtering" and "content filtering" are the same term?

Think of Content Filtering as Aggregate and URL as Granular.  An example of Content Filtering is ‘Dating Sites’ to be blocked which include many entries that may be edited and URL Filtering would be to block a specific site that may or may not fall into a category provided in a Web Filtering Solution.
