WSA only identifying one user on multi-user machine

I have recently set up RDS Servers (multiple users, same machine) for my admins and we have found that only the first user to log in has their credentials passed to the WSA. This is concerning to my admins and we are trying to identify if this issue is due to the OS sending only one set of creds or if it is the WSA only pulling one set of creds or caching creds based on IP address.

Is there anything I can do on the WSA to prevent one user's traffic from appearing on another user's credentials?

For RDS machines you have to create an identity under Web Security Manager/Identity Profiles that applies to them (usually by IP) that uses a cookie for authentication surrogate.

if cookie surrogates don't work then you have to create an identity for RDS IPs with disabled surrogates, this will impact performance and do more work for an auth helper
