WSA WBRS Lookup

Hi, 

Endpoint is sending traffic to the URL abc.example.com. The web reputation for the URL is 4.6 but the reputation for the ip address is -4.0. 

What should be the verdict. will it follow with the url reputation or the ip address reputation?

I get the verdict unknown and blocked
