I am trying to use the
WebEx XML API - CreateUser ; As documented here -

The Admin user for the 'securityContext' has site administrator privilege with user management role only.
However with this - I get the following error
error -<serv:reason>Access denied, additional privileges are required</serv:reason>
Does 'createUser' API require other service privileges other than User Management also ?? if so, which ones and why ?
