WebEx - Internal extension length and dial by name

I've got an end user with a last name of three characters.  When I try to dial this user (from an external number) by name, I get the message "your user could not be identified."

When I dial by this user's first name (more than three characters), it correctly identifies the user.  All other calling/dialing to the user's number works as expected.

Main question: Is "Internal Extension Length" related to dial-by-name?

I've got Internal Extension Length set to 4.  If I change this to 3, would that allow for dialing this user by name?

If I reduce internal extension length to 3, that would mean that the first three numbers entered would immediately try to be dialed, correct?  End users are used to dialing four digits for internal numbers, so this would require some retraining.

If I do reduce the digits for internal extension length, would that affect dialing by name distinguishing between users?  For reference, we've only got 100 numbers.  We do have people with similar names.
