Hello,
I have learned that some attendees are being held in a meeting room. It is my understanding that this had not occured in the past. I have not changed anything and wondered how do I eliminate a waiting room even if an attendee arrives late to a meeting?

are you conducting the meetings in a personal room or in a scheduled Webex?
Based on your description it seems that your meetings are automatically locked after a certain amount of time. When the meeting is locked, then new participants are put into the meeting lobby, until a host / cohost admits them.
On top of that there is a setting which applies to guest participants (anyone who is not logged in to your Webex site) and unlocked meetings. There has been a change back in December for personal rooms, which puts any guest participants in the meeting lobby, regardless of the lock status of the meeting.
You can find both settings in Webex Control Hub (https://admin.webex.com), but you need to be a Full Admin to access the site. If you are not, you will have to contact your Webex administrator.
The relevant settings can be found under Services -> Meetings (navigation bar on the left side) -> <Your Webex Site ID> -> Configure -> Common Settings -> Security.
Here you can configure, if a meeting should be automatically locked after the specified amount of time and if guests should always be put into the meeting lobby. Please be aware that these settings are global settings and apply to all users!

I confirm the meetings are a scheduled Webex meeting (open to the public), not meetings in a personal room.
While I have access to My Personal Room (and will revise those settings) I cannot locate the Webex settings you describe on the navigation bar on the left.
The view I see is quite limited and not what I recall when I was first introduced to the program. Please see the attached file for a view.

I was referencing to the Webex Control Hub, which is reachable via https://admin.webex.com (meant to be used by admins, not users). Your screenshot is from the Webex Site (meant to be used by users to schedule meetings, profile management, etc.).
It seems that your Webex company admin as left the new default feature for personal rooms to put any non-logged in participant (aka guest) into the meeting lobby. In order to change this, you would have to ask your Webex company admin to change the setting globally (as shown in my screenshots).
However, since you have stated that you are using scheduled meetings, you might be able to change the setting when scheduling the meeting. In order to do so, you need to login to your Webex site https://<sitename>.webex.com a then click on "Schedule a meeting" and then on "Show advanced options", then "Scheduling options".
In the section "Unlocked meetings" select "Guests can join the meeting".
