Can we add an email address to be user in multiple webex site? If yes how can we do that ?

Is it possible to add a user to multiple Webex domain as a host role (not the external admin) ?  If I am a Webex user belong to my company can I still be a user in other Webex site?  If this is possible how can we setup for this user ? And when I'm using Webex desktop application how should I switch between multiple different site?

Thanks for your advice. That's help for my second part of the question.  For the first part of my question , I try to setup the new site by having people who may have account on the other site.  By allow them to login on this new site and the current one they have . I'm not trying to claim that user to this new site.
