Not all types of content sharing allow remote control; you usually need to share your entire desktop to give someone full control, it could be that the participant sharing content has joined from a web browser, instead of the Webex Application. You could also check the account settings for the free account to ensure it’s allowed. I am unable to find “remote control features” explicitly documented as a limitation for free accounts…so in theory the feature is available…HTH
