Not directly, but with a bit of initial setup, yes.
What we did is we created a new Team for the whole company, which creates a "General" space that everyone is a member of. You can then add additional spaces within this team which are "public" and joinable by anyone in the organization. The challenge is setting up and maintaining this Team as Cisco has not provided an easy way to add hundreds or thousands of users in bulk.
We used a tool from the AppHub called PowerPack which allows you to add users to a space using a CSV file. This allowed us to get the initial users imported. Now, whenever a new user joins the company, we manually add them to the Team in Webex as part of our onboarding workflow.
With this setup, you can easily post messages or files to a space for all staff to access.
