I can't start Recording to cloud , and I sure I have 10Gb can record.

It sounds like you have the Webex Meet plan since you mention you have 10GB record services.  Since this is a personal account, I would recommend you check your account settings on your profile.  If your services are active and you can confirm you are on the Webex Meet plan,  you may need to open a Support ticket.
