The issue I am having is with the participants of my WebEx. I can annotate on the Whiteboard but I do not know how to turn on the annotation for my participants. I would like everyone to be able to write on the whiteboard at the same time.

Make sure, your participants use the Webex-Client to join the meeting.
As far as I know, the whiteboard-feature is not available when using the Web-Client.
