I believe this is a new feature that was just added to validate whether the integration with Outlook (to show user status, start chat, etc) has been configured. As best I can tell, it's a manual configuration, or controlled by IT admins through GPO. The article here explains how to set it up:

In my case, I have setup this integration as per the instructions, and it shows all green in the Health Checker, and yet, the Outlook integration still doesn't work.
Unless having the ability to see user statuses within Outlook is critical, you can safely ignore this error.
