as per this help article, there should be an option in control hub to configure admin-uploaded backgrounds.
However, in my control hub, the option is missing entirely:
We already upgraded to "the new Webex" and are on "latest"-channel.
Any hints?

Hi I see the same thing. These settings are not there yet. So look at status.webex.com and look at Maintenance and then search for "42.1 - Administrators can manage images used in virtual background" Looks like there was an update where this has been postponed for the moment but schedule for some clusters has been posted.
