As far as I understand Webex, there are at least 2 types of meetings/meeting-invitations:
- those with a meeting-link that is only valid for one specific meeting, at that specific date and time.
- meetings in your Personal Meeting Room (PMR).
I visualize the PMR like a real meeting room with a door, a doorlock and only I do have the key.
As soon as I tell you, where you can find my room, we can meet there at any time.
Depending on my Meeting-Room-Policy ("Settings") you may either enter the room (in case you arrive before I do) or you have to wait in the Meeting-Room-Lobby until I let you in.
Since this meeting room has a certain static "address" (23A Meeting-Lane in Meeting-City
If we have a meeting scheduled at that date and time: we will see each other there; else you will be there all alone.
Very much like a room in real life.
Answer:
You may consider to use the static address (URL) of your PMR and do the date & time scheduling (Outlook?) like any other recurring meeting.
Please make sure to check your PMR-Settings, before taking this approach.

We schedule training to associates across our company, and I am looking for an option that we can distribute several dates/times to our employees and they can pick and choose one option, and register for it.
