If a participant does not have the Webex app downloaded to their desktop - are they unable to utilize the whiteboard or annotation feature?

For some reason Cisco have lumped Webex Meetings and Teams in the same billboard. So I have no idea if you are talking about Webex Teams or Webex Meetings.
BUT if you are talking about Webex Teams, there is hop for you - I cam across this problem just the other day
Here is the new STUPID AND SEVERELY LIMITED user interface: (Normally much wider - I squashed it to take the screen dump without revealing the messages)
Now the tip is in the message - just go back to the OLD version! And voila!
