Is there a difference between the link given to attendees vs panelist?

After adding a new panelist, the meeting join link he received via e-mail was different from the "event link" shown on the event page. The MTID code was different. Does it make any difference if attendees join using this link or with the "event link" on the event page?

I tried joining both links with another computer and they both appears to act the same, with the unknown user joining as "attendee".

Yes, that is correct. As long as the panelist is logged into Webex before they join the normal event link, they will pop up in the event as a panelist. If they are not logged in and join with the normal event link, they will join as an attendee.
