Adding second 150AX to network not working

I have a small office network with an existing CBW150AX-E-EU AP. I'm trying to add another CBW150AX-B-NA AP to the same network. It is a single VLAN network with a switch and an ISP router with DHCP service.

The new AP powers up and boots to a condition with a steady green light. After a while it flashes green-red-off and for a few times and becomes steady green again.

The new AP is not recognized by the existing AP. It wont show under Wireless Settings -> Access Points.

I've been troubleshooting:

The new AP receives a DHCP address in the same subnet as the existing AP.

I can successfully ping the new AP from the existing one via the Primary AP tools page.

Both APs are update to the lates software: 10.7.2.0.

I tried resetting the new AP to factory defaults (power while reset button pushed, wait for steady red light, release button). Still the same problem.

Please help.

Not sure specifically, but you list an EU and NA region APs. May not be able to connect together due to regions?

I noticed that, but was unable to find any documentation of region compatibility issues anywhere in the public domain.
Each country has its local RF regulations. If compatibility is the issue, maybe there is a country in Europe with the same regulations as US or Puerto Rico. However, once again, there is no such documentation available.

I know with a controller you can set the regions to allow other region APs. Is there anything in the standalone for region settings? Otherwise hopefully someone can clarify if that is the issue or not.

I didn't see any settings regarding regions, accept selecting a country in the Day Zero configuration wizard. I can later change it on the Access Point settings page.
